Being made by 343 industries, which is basically old Bungie, most of the original Bungie team left Bungie and made 343, so a true Halo Sequel from them would be sick.

Halo 3 was a cliff hanger, Bungie decided to make a prequel to Halo 1. So were left with no ending to the Master Chief story.
Since Microsoft owns the Halo name 343 can still maker the games.
